So I think it would be likely that you get accurate speeds from the speedtest at even in busier times - as far as the "Charter Network" is concerned. you can see a considerable difference in Charter latency as opposed to going through several domains/nets to a site in Florida. I have 60meg from charter, %99 of the speed tests can't test for that, in fact lots that are linked to from this site can't handle over 30meg.
Like others said, speed tests will very a LOT.
